design code

what is built on a plot and how. it binds every holder, every track and every zone of cyber valley, and every assignee. the city and its residents amend it by proposal and vote under hak sewa template 10.5; a completed building keeps the rule it was built under unless an amendment improves its position. the reasoning behind each number is on zoning system.

1. footprint

parameter value
ground footprint 10% of the plot area
floor area twice the footprint where two floors are used: 20% of the plot area
basement counts as a floor where it rises above natural grade

a plot of 1,000 m² carries 100 m² of footprint and up to 200 m² of floor area. the figure is fixed per plot by its area on the estate map.

2. garden and water

element share of the plot
garden — herbs, shrubs, trees, food beds at least [70]%
pond at least [3]% and at least [10] m², 2 m deep at the centre with gently sloping banks, for swimming and for edible aquaculture; every plot has one
paths and terraces the remainder

3. light balance

all sunlight falling on the plot is allocated across these receivers:

receiver minimum maximum
light absorbers — photovoltaics, heat collectors 1% 10%
water bodies 1% 10%
transparent surfaces — greenhouses 2% 10%
lawn or ground cover — 5%
herbs or shrubs 30% —
low trees or canopy 40% —

4. biodiversity

at least [60] plant species per plot, of which at least [30] are food or medicine, counted at SLF and at each SLF renewal. species on the estate's invasive list, published in the register, count for nothing.

5. built form

element rule source
height two storeys above natural grade, 15 m at most Bali provincial height limit
springs 15 m buffer around every spring, left in native cover water policy
roofs rain-collecting surfaces food-grade or stainless steel; the first rinse of each shower washes the roof into the garden, the rest fills the tank; all rain caught on the plot belongs to the plot water policy
materials natural and low-carbon: timber, bamboo, stone, lime, Roman cement, rammed earth, ferrocement; any colour air policy
paints and finishes water-based, zero-VOC and lead-free; natural oils, waxes and lime washes air policy
prohibited materials asbestos, lead-based paint, solvent-based coatings, PVC in potable lines, treated timber with arsenic or chromium air policy, water policy
lighting main outdoor light 2200 K or warmer, shielded downward; decorative neon and RGB light shielded and off by 23:00 light policy
fences living hedges and open fences with passages for wildlife biodiversity, section 4

6. water and wastewater

system rule
supply PPR pipes; rainwater tanks sized under Annex F (Utilities, Access and Mobility)
blackwater a biodigester on every plot; its gas cooks, its digestate feeds trees
greywater treated on the plot to BOD below 30 mg/L before it returns to the soil
household products soaps, detergents, cleaners and cosmetics that break down in soil within 5 months

7. energy

each plot makes its own energy and stays off the public grid. the sources combine to suit a cloud-forest site:

source where it fits
photovoltaics within the absorber band of section 3
micro-hydro on a plot a stream crosses, within the spring buffer rule
small wind on ridges and open slopes
biogas from the plot's biodigester, for cooking
batteries sized to carry the plot through [3] days of cloud
generator backup only, under air policy

8. waste

organic waste becomes soil on the plot under compost. glass, metal, paper and plastic leave clean and sorted for the hub under recycling.

9. public rules

provincial and Buleleng rules on height, architecture, slope and ravine setbacks, water catchment, sempadan sungai, subak and jalan desa apply alongside this code. where a public rule is stricter, it governs.

10. measurement and publication

duty frequency who pays published
discharge test quarterly holder ledger and register
soil test annual holder ledger and register
species count at SLF and each SLF renewal holder register

each result is published with the plot number and without the holder's name. two periods in a row without a published result count as a design code breach for the assignment fee under hak sewa template 4.5, and as a default under 16.1 of that deed once the notice period passes.

11. district balance

the register publishes for each district its total footprint and its light balance. unused footprint may pass to another plot of the same district from wave 2, against a settlement fee under hak sewa template 10.4, where the district stays within 10% footprint and every light-balance minimum.
