Annex C — Design Code

This annex and land usage policy state one body of rules in two registers. The policy page holds the reasoning and the working numbers as the estate maintains them — the informal representation, open to anyone reading the graph. This annex holds the same numbers in the form that binds a Holder under the deed — the formal representation, initialled and version-locked at signing under §7.4.1. Read either one and you are reading the same rules.
Where a policy page is amended, this annex is amended with it under §7.3 of the deed, subject to the veto in §8.2. Where a Bali provincial or Buleleng regulation is stricter, that regulation prevails.
C0. Correspondence with land usage policy
Section pairs across the two representations. The six policy pages named in C5 — sound policy, water policy, light policy, air policy, soil policy, carbon policy — sit on the informal side and are binding through C5.

⚠ Construction distribution and incentives live on the policy page with several min/max fields still open. Until those figures are settled they bind nothing under this annex.
C1. Measurement
C1.1 Ratios in C2 and C3 are measured per Plot, on the area shown in Annex B.
C1.2 Unused footprint entitlement is transferable to another Plot in the same district through the Register under §7.2 of the deed, against a settlement fee, and only where the district balance in C7 is maintained. Transfers open from Wave 2.
C1.3 The Holder's compliance is measured at SLF and at each periodic SLF renewal, and on any transfer under §2.5.
C2. Construction area

On a 500 m² Plot this is 50 m² of footprint and up to 100 m² of floor area. ⚠ This is the single most consequential number in the deed for the Holder and is disclosed before signing, in figures, for the actual Plot.
C3. Light balance

100% of the solar energy falling on the Plot is allocated across these receivers:

C4. Biodiversity

Minimum 20 plant species per hectare, pro rata for smaller Plots, counted at SLF and at each renewal.
C5. Pollution limits

Pollution is a resource in the wrong place. Each type is governed by its policy page — sound policy, water policy, light policy, air policy, soil policy, carbon policy — and compliance is a condition of land use. The limits are not restated here: the pages are incorporated by reference and version-locked at signing through Annex D, which also carries the two-strike enforcement and the routing into hak sewa deed.
C6. Monitoring and publication

Publication carries the Plot identifier and the result, not the Holder's identity. Failure to publish for two consecutive periods is a Design Code breach for the purposes of the transfer fee scale in §2.5.5 and, if unremedied after notice, a default.
C7. District balance
For each district the Landowner maintains and publishes the aggregate of C2 and C3 across all Plots, so that a transfer under C1.2 can be checked against it. ⚠ To be completed with the per-district figures once the Z1 grain is settled.
C8. Built form
Footprint ratio, height, setbacks, roof form and colour, permitted materials and palette, landscaping and retained vegetation, water management, lighting, fencing, renewables and waste. ⚠ To be completed.
C9. Overlays that bind regardless
Provincial building-height limits, architectural requirements, slope and ravine setbacks, water-catchment restrictions, sempadan sungai, subak and jalan desa. These bind whatever this annex says.
C10. Grandfathering
Improvements completed in compliance with the version of this annex in force at their SLF remain compliant. An amendment worsening their position requires the veto threshold in §8.2 of the deed.
