Annex F — Utilities, Access and Mobility Specification
Annexed to land rights agreement. Referred to at hak sewa deed 10.6 as part of the Design Envelope of a Plot: "so much of the access and connection specification in Annex F as applies to the Plot." Source: the Estate's current installed base (cve.md asset schedule) and strategy §4 Z4.

Figures above describe the Estate as a whole at the date of this annex; they are not a per-Plot guarantee. What a specific Plot actually receives is stated in that Plot's grant documents and the Register.
F2. Access and mobility
- The core is car-free. Combustion vehicles stop at the Z4 mobility hub on the estate perimeter — carbon policy and strategy §4 make this a design rule, not a suggestion. Internal movement is on foot, by e-mobility, or by shuttle.
- Z4 mobility hub: ~350 car slots and ~1,800 motorbike slots at the perimeter, run by a management company on a fee-of-revenue contract. A Holder's own vehicle, if combustion-powered, parks here, not on the Plot — consistent with Annex D D6.
- External access: representative travel time to Singaraja is approximately 50 minutes by car from the estate's western district; travel time varies by district and is not separately warranted per Plot.
- Internal roads: estate-internal roads and the private access corridors serving individual districts are Company infrastructure under Z4 — ownership is retained, per strategy §4 and Annex G G3, which state that all Z4 structures revert to the Landowner.
F3. What is not yet specified — populate per district
No estate-wide figure exists yet for: water treatment throughput (litres/day), sewage/blackwater processing capacity, road widths and load ratings, or fibre coverage by district. These are populated in the Register district by district as each district's infrastructure is built and commissioned, cross-referenced from this annex rather than restated here — a number entered here that has not been commissioned would be a promise this annex cannot keep.
F4. Utility charges
Utility consumption is billed separately from the area revenue charge and any rent under Annex E — Annex E and the deferred-balance rate under hak sewa deed §3.2 govern land and rent only, never utility usage. Metering and tariff are set district by district as each system is commissioned; until then a Plot on the off-grid solar/rainwater/Starlink base pays no separate utility charge beyond the service charge already provided for elsewhere in the deed.
