inception is the block height at which a neuron declares a signal or intent — the moment the action is committed to the cybergraph

inception is the first timestamp of a two-part duration. together with sealing, it defines the span of a signal:

span = sealing_height − inception_height

a signal declared but not yet sealed exists as an intent from inception height onward. the cybergraph records the inception when the identity proof is published, making the declaration permanent and observable before finalization

inception does not require computation to be complete — it is a commitment to act, not proof that the act succeeded. the proof arrives at sealing
