Local conformance evidence

The current conformance contract defines the neuron model and profile gates. Executed tests and their actual feature sets are recorded in the implementation ledger and owner audits.

The 2026-09-11 matrix preserves the original Cell v1 results against that revision's definitions. Its C-series identifiers must be read with that date, rather than substituted for today's contract.
